Summary of the Committee Version of the Bill

HCS HB 1804 -- HOME-RULE CITIES

SPONSOR:  Deeken (Corcoran)

COMMITTEE ACTION:  Voted "do pass by consent" by the Special
Committee on Government Affairs by a vote of 7 to 0.

This substitute authorizes cities with more than 5,000
inhabitants to frame and adopt or amend a charter pursuant to
Sections 19 and 20 of Article VI of the Missouri Constitution.
Currently, only cities with more than 10,000 inhabitants may
frame and adopt or amend a charter.

The substitute contains an emergency clause.

FISCAL NOTE:  No impact on state funds in FY 2009, FY 2010, and
FY 2011.

PROPONENTS:  Supporters say that the bill makes state statute and
the Missouri Constitution consistent on the population threshold
needed in order to be authorized to adopt a city charter.

Testifying for the bill were Representative Corcoran; Hardy
Menees; and Missouri Municipal League.

OPPONENTS:  There was no opposition voiced to the committee.
