Summary of the Committee Version of the Bill

HB 1851 -- MINIMUM WAGE

SPONSOR:  Thomson

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Workforce Development and Workplace Safety by a vote of 8 to 2.

This bill allows the Department of Labor and Industrial Relations
to establish rules to implement the federal minimum wage
provisions.

FISCAL NOTE:  No impact on state funds in FY 2009, FY 2010, and
FY 2011.

PROPONENTS:  Supporters say that the Missouri Minimum Wage Law
which passed in November 2006 did not include authority for the
Department of Labor and Industrial Relations to make rules to
interpret and enforce its provisions.  Previously, the department
used the definitions and rules of the federal Minimum Wage Law.

Testifying for the bill were Representative Thomson; Department
of Labor and Industrial Relations; Missouri Chamber of Commerce
and Industry; Missouri AFL-CIO; Missouri Grocers' Association;
Associated Industries of Missouri; and Missouri Retailers
Association.

OPPONENTS:  There was no opposition voiced to the committee.
