HB 1937 -- TRANSPORTATION DEVELOPMENT DISTRICTS SPONSOR: Pearce COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Transportation by a vote of 10 to 0. Currently, if two or more counties want to establish a joint transportation development district for a project that lies in whole or in part within two or more counties, the governing body of one of the authorities may file a petition in the circuit court of a county in which the development district is located. This bill allows a petition to be filed in a circuit court of any of the counties in which the project will be located. The petition must be signed by at least 50 registered voters from each of the counties and must state the name, voting residence, and county of residence of each individual petitioner. The district and proposed funding will be subject to voter approval under one election. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that the bill will allow individuals to petition for the formation of a joint transportation development district. The district and its proposed funding will be subject to voter approval under one election rather than two. Testifying for the bill were Representative Pearce; Cozad Company, LLC; and Missouri I-49 Coalition. OPPONENTS: There was no opposition voiced to the committee. OTHERS: Others testifying on the bill say this election process will be the same no matter if it is by petition or through the commission. It is a one vote process.
