HB 2051 -- CHAIRMAN OF THE BOARD OF PROBATION AND PAROLE SPONSOR: Kelly COMMITTEE ACTION: Voted "do pass by consent" by the Committee on Corrections and Public Institutions by a vote of 7 to 0. If the position of Chairman of the Board of Probation and Parole becomes vacant, this bill authorizes the Director of the Department of Corrections to serve as or to appoint a member of the board as the acting chairman until the Governor appoints a new chairman. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that the chairman is the chief administrator of the board. When there is a vacancy in the chairman's position, the board has no authority to conduct the administrative operations. The bill will allow the director to fill this void.
