HCS HB 2060 -- MINIMUM COMPENSATION FOR CERTAIN CORRECTIONS EMPLOYEES SPONSOR: Kelly (Deeken) COMMITTEE ACTION: Voted "do pass" by the Committee on Corrections and Public Institutions by a vote of 7 to 0. Subject to appropriations, this substitute authorizes minimum amounts of compensation for certain corrections employees. FISCAL NOTE: Estimated Cost on General Revenue Fund of $15,704,445 to $18,209,220 in FY 2009, $18,845,333 to $20,954,824 in FY 2010, and $18,845,333 to $23,502,094 in FY 2011. No impact on Other State Funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that Missouri corrections officers are the lowest paid in the country. The Department of Corrections experiences a high rate of turnover, especially in newer employees. The state spends an exorbitant amount of money on training, and many officers leave the department after they receive training to seek more gainful employment. In order to maintain a qualified staff, the state needs to provide adequate compensation. Noncustodial staff should also be included in the bill. Testifying for the bill were Representative Deeken; Missouri Corrections Officers Association; and Missouri Association of Correctional Employees. OPPONENTS: There was no opposition voiced to the committee.Copyright (c) Missouri House of Representatives
