HCS HB 2082 -- STATE BOARD OF COSMETOLOGY AND BARBER EXAMINERS SPONSOR: Wasson (Dougherty) COMMITTEE ACTION: Voted "do pass by consent" by the Special Committee on Professional Registration and Licensing by a vote of 10 to 0. This substitute changes the laws regarding the State Board of Cosmetology and Barber Examiners. In its main provisions, the substitute: (1) Establishes an inactive license for all cosmetology and barber licenses; (2) Prohibits the issuance of any new Class CH-hairdresser license after August 28, 2008. Licensees as of that date will be allowed to renew their license for as long as they comply with the current rules; (3) Requires the board to maintain a registry of licensees which will be open for public inspection; and (4) Repeals several obsolete provisions. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that because the boards regulating the licensing of cosmetologists and barbers have been combined, there are several statutes regarding the professions which are inconsistent. The bill makes them consistent. Testifying for the bill were Representative Dougherty; and State Board of Cosmetology and Barber Examiners, Department of Insurance, Financial Institutions, and Professional Registration. OPPONENTS: There was no opposition voiced to the committee.Copyright (c) Missouri House of Representatives
