Summary of the Committee Version of the Bill

HB 2129 -- SMALL BUSINESS REGULATORY FAIRNESS BOARD

SPONSOR:  Baker (123)

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Small Business by a vote of 8 to 0.

This bill requires the Department of Economic Development to
provide at least one full-time professional employee, one-half
full-time employee for clerical support, and an adequate budget
for the Small Business Regulatory Fairness Board to meet its
responsibilities.

FISCAL NOTE:  Estimated Cost on General Revenue Fund of $119,424
in FY 2009, $130,559 in FY 2010, and $134,474 in FY 2011.  No
impact on Other State Funds in FY 2009, FY 2010, and FY 2011.

PROPONENTS:  Supporters say that the added staff will help the
board to complete the requirements of the rules impact review.
The personnel can also help get the word out about the board.

Testifying for the bill were Representative Baker (123); National
Federation of Independent Business; Missouri Retailers
Association; and Missouri Grocers' Association.

OPPONENTS:  There was no opposition voiced to the committee.
