HCS HB 2159 -- MISSOURI DIPLOMA AND TRANSCRIPT ACT SPONSOR: Muschany (Grill) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Student Achievement by a vote of 6 to 0. This substitute establishes the Missouri Diploma and Transcript Act which creates the crime of selling a fraudulent diploma or transcript if a person knowingly sells or offers for sale a diploma or transcript purporting to be from an educational institution without the express written authorization of the institution or uses a fraudulent diploma when applying for a job or to a higher education institution. Any person committing this crime will be guilty of a class D felony. Procedures for the prosecution of a violation that crosses jurisdictional boundaries are specified in the substitute. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that fraudulent credentials have become a nationwide problem. The bill will protect the integrity of our higher education institutions. Testifying for the bill was Representative Grill.
