Summary of the Committee Version of the Bill

HB 2261 -- PUBLIC FIREARMS RANGES

SPONSOR:  Sander

COMMITTEE ACTION:  Voted "do pass" by the Special Committee on
Agri-Business by a vote of 9 to 0.

This bill requires all public firearms ranges owned and operated
by this state or its agencies to allow the use of B-27 targets.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2009, FY
2010, and FY 2011.  Estimated Cost on Other State Funds of
Unknown - could exceed $100,000 in FY 2009, $0 in FY 2010, and $0
in FY 2011.

PROPONENTS:  Supporters say that to qualify for a permit to carry
a concealed weapon the applicant must demonstrate proficiency in
the use of his or her weapon by shooting at a B-27 target.
Currently, persons in urban areas using state facilities must
provide their own B-27 targets and target stand and use a range
when the facility is otherwise closed.

Testifying for the bill were Representative Sander; and National
Rifle Association-Institute for Legislative Action.

OPPONENTS:  Those who oppose the bill say that the targets don't
fit the Department of Conservation's target stands and the stand
and range sound baffles may be damaged by the use of B-27
targets.  Patrons have ample access to public ranges.  Safety
issues concerning the use of B-27 targets are the main concerns.

Testifying against the bill was Department of Conservation.
