HCS HB 2321 -- VOTER REGISTRATION SPONSOR: Munzlinger (Dixon) COMMITTEE ACTION: Voted "do pass" by the Special Committee on Agri-Business by a vote of 10 to 0. This substitute requires the Secretary of State to provide voter registration application forms to the Department of Conservation for distribution to its local offices and resident hunting and fishing permit vendors. The offices and vendors must make the registration forms available to all resident applicants for permits including telephone requests. The permit applicant is responsible for mailing the completed voter application form to the appropriate election authority. FISCAL NOTE: No impact on state funds in FY 2009, FY 2010, and FY 2011. PROPONENTS: Supporters say that the bill will aid residents in keeping their voter registration current, and it will be convenient for voters to register. Testifying for the bill were Representative Dixon; and National Rifle Association-Institute for Legislative Action. OPPONENTS: Those who oppose the bill say that the additional responsibility to provide the voter registration forms will be a burden to the 1,300 hunting and fishing vendors in Missouri.
