Summary of the Introduced Bill

HB 1544 -- Instructional Material in Specialized Formats

Sponsor: Jones (89)

Beginning January 1, 2009, companies publishing or selling print
instructional material must provide, at no cost, electronic files
of the material within 30 days of being requested to do so by
schools that purchase it for use by students with print
disabilities. The requirement does not cover reference works,
trade books, newspapers, and certain ancillary materials.
Publishers and vendors can request certification that the
material is being used by a student with a print disability.
Failure to comply makes the publisher or vendor liable for three
times the cost to the school to obtain the material in the
specialized format. The entities who may make a liability claim
are specified in the bill, and the Missouri Assistive Technology
Council is required to establish a material-tracking system to
enable maximum reuse of the specialized materials.
