HB 1578 -- Incentives for Solar Power

This bill establishes the Solar and Wind Incentive Program in the
Department of Natural Resources.  Applicants who install solar
photovoltaic systems that meet certain installation,
interconnection, and building code requirements may apply for a
tax rebate.  Subject to appropriations and upon approval by both
the local utility company and the department, applicants will
receive one-half of the cost of installing the solar system as a
tax rebate; but the total rebate amount cannot exceed $12,000.
An individual applicant will be allowed only one rebate every
three years.  Local utility companies will certify that an
applicant has complied with the installation, interconnection,
and building code requirements; and the applicant must present a
receipt of installation.  The total expenditure for the program
will be capped at $500,000 per year.

The provisions of the bill will expire five years from the
effective date.
