Summary of the Introduced Bill

HB 1584 -- Air Conservation Commission Permit Fees

Sponsor:  Loehner

This bill increases the laws regarding the collection of various
Air Conservation Commission permit fees related to air quality.
In its main provisions, the bill:

(1)  Increases from $100 to $200 the fee for approval of an
operating permit for an air contaminant source;

(2)  Specifies that the fee for open burning and gasoline vapor
recovery operating permits will be $100;

(3)  Specifies that operating permits issued under 40 CFR Part 70
will be $500;

(4)  Increases from $100 to $200 the filing fee for construction
permits except for gasoline vapor recovery construction filing
fees which will remain at $100;

(5)  Increases the hourly charge for review of a construction
permit application from not to exceed $50 to not to exceed $90;

(6)  Increases from $5 to $50 the fee for renewal of certificates
issued by the commission to those engaged in various air quality
activities; and

(7)  Requires any person undertaking a demolition project
regulated under 40 CFR Part 61 to submit a $100 fee for a
notification and asbestos certification review.  The fee is
waived if a local air pollution control agency imposes a similar
fee.
