HB 1596 -- University of Missouri Land Use Projects

Currently, land owned and developed by the University of Missouri
for research, development, and office parks is exempt from local
zoning as long as the university consults with the city or county
before the board of curators approves the plan.  A planning
commission may hold public hearings on the plan.  This bill
requires the commission to hold hearings and also requires the
curators to ensure that the project conforms to the planning,
transportation, environmental, health, and safety requirements of
the city or county.  The board of curators must also follow the
public notice, meeting, and record requirements of the Open
Meetings and Records Law, commonly known as the Sunshine Law, and
publish notice of the proposed project if it is for athletic,
entertainment, or civic purposes at least three times in a
general circulation newspaper in the county or counties in which
the proposed project is located for these projects to qualify for
development.
