HB 1666 -- Missouri Global Warming Solutions Act of 2008 Sponsor: El-Amin This bill establishes the Missouri Global Warming Solutions Act of 2008 to reduce carbon dioxide emissions. In its main provisions, the bill: (1) Requires the Missouri Air Conservation Commission to establish rules to reduce the emission of greenhouse gases and monitor the compliance of statewide emission limits. These rules will be designed to achieve an acceptable limit on emissions by 2022; (2) Requires the commission to publish recommendations for reducing emissions by July 1, 2009; (3) Requires the commission to establish emission reporting requirement rules by January 1, 2010; (4) Requires the commission to adopt a plan by January 1, 2011, to accomplish the 2022 goals through consultation with other agencies such as the Missouri Public Service Commission; (5) Requires the Missouri Air Conservation Commission to establish mandatory emissions limits based on the published recommendations by January 1, 2012; (6) Requires the commission to establish mandatory emissions limits based on the submitted plan by January 1, 2013. The regulations must become operative by January 1, 2014. The plan and the mandatory requirements must take into account several factors including cost effectiveness and technological feasibility; (7) Requires the commission to make recommendations to the Governor and General Assembly on continuing the reductions of greenhouse gas emissions beyond 2022; and (8) Specifies that an individual violating the commission's administrative rules will be guilty of a class A misdemeanor.Copyright (c) Missouri House of Representatives
