HB 1702 -- Mobile Communication Devices

This bill creates the crime of using a mobile communication
device while operating a moving motor vehicle if the driver is
younger than 18 years of age. A mobile communication device
includes any cellular phone, palm pilot, blackberry, or other
mobile electronic device used to communicate verbally or by text
messaging but does not include any built-in navigational or
emergency road service assistance system. The penalty for this
crime will be a fine not to exceed $10 and any court costs that
may be imposed.
