Summary of the Introduced Bill

HB 1786 -- Highway Pavement Management

Sponsor: Meadows

This bill requires the Department of Transportation to develop
and implement a pavement management system for each mile of
roadway in the state highway system in the attempt to ensure that
a disproportionate share of pavement will not be due for
replacement or major repair at the same time. The department
must develop and implement a life-cycle cost analysis for all
projects with state funds and design and award paving projects
using material which has the lowest life-cycle cost.

The department can conduct up to four pavement demonstration
projects each year to evaluate new construction methods,
materials, or design. The bill specifies the criteria for
selecting demonstration projects. The department director must
provide an annual report to the Joint Committee on Transportation
by February 1 regarding the status of each demonstration project.
