HB 1821 -- Electronic Voting Systems

Sponsor:  Bowman

This bill requires electronic voting systems to provide a
voter-verifiable paper record.  Criteria for voter-verifiable
paper records and additional constraints on the type of
electronic voting system used are specified in the bill.
Electronic voting machines will be required to provide equivalent
access to disabled voters.  The Secretary of State must adopt
rules implementing this policy and ensuring compliance with
various federal laws protecting the rights of disabled voters as
well as provide training for election judges in the proper use of
electronic voting and protecting the rights of disabled voters.

The provisions of the bill apply to all elections occurring after
January 1, 2010, unless sufficient funds are not appropriated
beginning in Fiscal Year 2010, in which case the provisions will
expire.
