HB 1848 -- Spaying and Neutering of Dogs and Cats

This bill requires any person adopting a dog or cat to pay the
releasing agency a conditionally refundable fee of $50 or less.
Upon verification that the adopted animal has been spayed or
neutered, has died, or has been returned to the agency, the fee
will be refunded.  Unclaimed fees are to be used solely to:

(1)  Educate the public on the necessity of spaying or neutering
pets;

(2)  Fund the agency's spaying or neutering program;

(3)  Fund a follow-up program to assure adopted dogs and cats are
spayed or neutered; and

(4)  Defray the costs associated with the agency's compliance
with spaying or neutering program requirements.

Adoption, refund, and notification requirements are specified in
the bill.
