HB 1917 -- Real-Time Television Captioning Sponsor: Sander Beginning January 1, 2009, this bill requires Missouri television stations with gross revenues greater than $3 million a year to provide real-time captioning for deaf and hearing-impaired persons of all local news, weather, and sports broadcasts. Expenditures on captioning may be limited to 2% of a television station's annual gross revenue. The use of electronic newsroom technology will not be sufficient to comply with the requirements of the bill. Beginning January 1, 2009, any taxpayer who provides real-time captioning may claim a tax credit not to exceed $5,000. The credits cannot exceed the taxpayer's state tax liability and cannot be carried forward or transferred.
