HB 2039 -- Removal of a Dog Collar Sponsor: Munzlinger This bill specifies that any person who removes an electronic or radio transmitting collar from a dog without the permission of the dog's owner with the intent to prevent or hinder the owner from locating the dog will be guilty of a class A misdemeanor. In addition to any other penalties provided by law, the court must order the defendant to pay as restitution the actual value of any dog lost or killed as a result of the collar removal and may also order restitution for any lost breeding revenues.Copyright (c) Missouri House of Representatives
