HB 2046 -- Driver's Education Courses

This bill requires school districts to offer a driver's education
course to students 15 years of age or older, which can be taught
by the district or offered through the University of Missouri
on-line school.  The Department of Elementary and Secondary
Education must also develop a driver's education course which can
be offered through the Missouri Virtual School.  A student who
completes a driver's education course and has no alcohol-related
enforcement contacts and no traffic convictions for which points
are assessed for a 12-month period may apply for his or her
permanent license at 17 years of age.  The Driver's Education
Fund is created for the development of the on-line courses and to
offset fees for students who qualify for the reduced-price lunch
program.
