HB 2146 -- Noise Ordinances

This bill allows noncharter counties to adopt noise ordinances
prohibiting amplified noise above a specified decibel level
without the written permission of the county commission.  The
noise ordinances will not supersede immunities granted to firearm
ranges, hunting preserves, or the lawful discharge of firearms.
No first, second, third, or fourth classification county will be
allowed to enact ordinances governing noises made by railroads,
telecommunications companies, utilities, or agricultural
operations.
