HB 2152 -- Academic Accountability in St. Louis Schools

This bill changes the laws regarding public schools in St. Louis
under the Special Administrative Board.  The requirement to hold
back all third through eighth grade students who are reading more
than one grade level lower than their assigned grades is replaced
with the promotion and reading level requirements in Section
167.645, RSMo; and the bill specifies that the promotion and
reading grade levels will be the primary responsibility of the
accountability officer.  The officer's duties are specifically
focused on reading.  The officer will report to the special board
and district patrons at least four times a year and the Joint
Committee on Education every January on the district's progress
toward its reading goals, propose professional development
programs, work with the district's teachers on achieving reading
goals, schedule public meetings to explain assessment results,
and work as a liaison with community groups to coordinate
literacy efforts.
