HB 2211 -- State Government Bids and Contracts Sponsor: Harris (23) This bill changes the laws regarding state contracts and public works projects. In its main provisions, the bill: (1) Requires departments, boards, commissions, authorities, offices, and colleges or universities of the state to forward a copy of all contracts or other written agreements involving the payment of state moneys to the Attorney General for review; (2) Allows state units to submit competitive bids when a private contractor is eligible for the competitive bidding process and requires that state units be given a 10% preference to reflect various savings to the state; (3) Requires contractors submitting bids to the Office of Administration or any state department to list political contributions to candidates for state office made by corporate officers, directors, and executive employees of the contracting company or corporation during the two years prior to the submission of the bid; and (4) Expands the definition of "public works" as it relates to Sections 290.210 - 290.340, RSMo, so that the prevailing wage requirements will apply to public works projects by corporations that receive a tax credit for the work.Copyright (c) Missouri House of Representatives
