HB 2253 -- Transportation Sponsor: St. Onge This bill changes the laws regarding motor vehicles, trailers, vessels, outboard motors, and aircraft. In its main provisions, the bill: (1) Excludes improperly imported vehicles from the definition of "vehicle"; (2) Requires all property-carrying commercial motor vehicles to be issued two license plates. Currently, property-carrying commercial motor vehicles registered in excess of 12,000 pounds are only issued one plate; (3) Allows a Department of Revenue designee or dealer designee to issue a temporary certification of registration for the operation of a vessel; (4) Increases the delinquency penalty fee for a certificate of title for an outboard motor from $10 to $25 for each 30 days of delinquency and the maximum penalty from $30 to $200; (5) Requires an application for certificate of ownership by a lienholder to be accompanied with an affidavit that the lienholder provided written notice to all owners and lienholders of the applicant's intent to obtain ownership, a copy of the 45-day notice given to any owner and person holding a valid security interest, and a copy of the certified mail receipt indicating that the owner and lienholder of record was sent the required notice; and (6) Allows the owner or lienholder of any vehicle, trailer, vessel, outboard motor, or aircraft, within 10 days of receiving notice, to file a petition in the associate circuit court of the county where the property is stored to determine if the property was wrongfully taken or withheld from the owner.Copyright (c) Missouri House of Representatives
