HB 2255 -- Work for Restitution Program

This bill allows any local governing agency, as specified in the
bill, to establish a work for restitution program and requires
persons who have pled guilty to or been convicted of nonviolent
offenses where restitution is a requirement of their probation to
participate in and complete the program.  In its main provisions,
the bill:

(1)  Specifies which offenders are eligible to participate in the
program;

(2)  Requires parole revocation for failure to complete or
participate in the program;

(3)  Provides for the development of a program plan for
offenders;

(4)  Requires the local governing agency to prepare monthly
progress reports to the Board of Probation and Parole's designee;

(5)  Establishes restitution fee schedules;

(6)  Authorizes the department to enter into agreements for the
collection of fees;

(7)  Creates the Work for Restitution Fund within the state
treasury to fund the program; and

(8)  Requires the local governing agency to prepare an annual
report on the effectiveness and financial impact of the program.
