Summary of the Introduced Bill

HB 2288 -- Campaign Contributions

This bill changes the laws regarding campaign contributions.  In
its main provisions, the bill:

(1)  Prohibits an individual from serving as the treasurer or
deputy treasurer of more than one committee;

(2)  Requires treasurers and deputy treasurers to list the name,
mailing address, and telephone number of the committees on which
they serve in their statement of organization;

(3)  Expands the campaign contribution limitations in
Section 130.032, RSMo, to include limitations on contributions
made by continuing committees that are political party committees
and any other type of committee defined under Section 130.011;

(4)  Creates the crime of laundering of campaign contributions, a
class A misdemeanor, if a person creates a committee with the
intent of circumventing campaign contribution finance limitations
or receives or makes contributions with the intent of
circumventing campaign finance limitations.  A second or
subsequent offense will be a class D felony; and

(5)  Repeals Section 130.032 regarding contributions made from
political party committees and the acceptance of contributions by
certain statewide elected officials.
