Summary of the Introduced Bill

HB 2314 -- Religious Objections to a Photograph on Driver's
Licenses

Sponsor:  Hobbs

This bill allows certain individuals who have religious
objections to having their photograph taken and maintained by the
Department of Revenue to receive a driver's license or
nondriver's license without a photograph if the applicant:

(1)  Complies with existing requirements;

(2)  Submits a set of fingerprints and pays a fee for the cost of
processing the prints; and

(3)  Presents evidence to the department director that he or she
is exempt from paying Social Security and Medicare taxes because
of his or her affiliation with a recognized religious group that
existed continuously since December 31, 1950, conscientiously
opposes accepting certain public and private insurance benefits,
and provides a reasonable level of living for its dependent
members.
