HB 2342 -- Random Drug Testing Program of Certain Individuals Sponsor: Wilson (130) Beginning January 1, 2009, this bill requires the General Assembly to implement a program of random drug testing for all of its members so that every member is tested at least once every two years. Any refusal to submit to a drug test will be considered an admission that the member has taken a controlled substance illegally. Any member testing positive for drugs must participate in a drug treatment program or be subject to any sanction authorized by law or rule of the respective house of the General Assembly. The Department of Social Services must implement, beginning January 1, 2009, a random drug testing program for all persons receiving Temporary Assistance for Needy Families Program benefits and who are work eligible. Any recipient testing positive must participate in a drug treatment program or lose eligibility for benefits. Any recipient refusing to submit to a drug test will be denied benefits. By February 1, 2010, and every year thereafter, the department must submit an evaluation of the drug testing program to the Governor, Speaker of the House of Representatives, and President Pro Tem of the Senate.Copyright (c) Missouri House of Representatives
