HB 2426 -- Missouri Children's Products Safety Act

This bill establishes the Missouri Children's Product Safety Act
which prohibits any person or entity from manufacturing, selling,
or distributing any toy or child care item for use by a child
younger than three years of age that can be placed in the child's
mouth and contains more than .1% diisononyl phthalate (DINP),
diisodecyl phthalate (DIDP), or di-n-octyl phthalate (DnOP).
Manufacturers must use the least toxic alternative that is not a
A, B, or C carcinogen, as rated by the United States
Environmental Protection Agency, and cannot replace phthalates
with a reproductive toxicant.
