HB 2437 -- Environmental Standards

This bill changes the laws regarding the regulatory impact report
relating to environmental conditions or standards required under
Section 640.015, RSMo.  The report must include fiscal notes on
the cost of the rule to both public and private entities.
Certain cost-benefit analysis requirements are removed as well as
requirements involving the specification of alternative rules and
the description of persons most likely to be affected by the
proposed rules.

Any regulatory impact report relating to permit and application
fees must contain a detailed explanation of the purpose of the
proposed rule; a discussion of the proposed fees, projected
revenues, and proposed expenditures; a description of the
procedure; justification for the new or modified procedure; and
how it is expected to enhance productivity and services to the
public.

Reports will be available by electronic mail to any person who
subscribes and on the Department of Natural Resources' or the
appropriate board's or commission's web site, but are no longer
required to be published in a newspaper.  If a proposed rule is
published in the Missouri Register, a revised report that
contains responses to all significant or material comments must
be made available.
