Summary of the Introduced Bill

HB 2482 -- Open School Enrollment

Sponsor: Schoeller

Beginning in school year 2009-2010, this bill allows public
school students to choose to attend a different school district
from the one in which they live, under conditions specified in
the bill. Students must declare their intent to use open
enrollment by January 15 for the following school year, and the
receiving district must accept the students if there is
sufficient classroom space, as specified in the bill. The
receiving district must notify the student within five days or by
March 1 of his or her acceptance. If there is good cause for
missing the deadline, such as a change in residence or health or
safety concerns, the open enrollment request can still be acted
on outside the official time window. The bill contains
provisions regarding school finance, transportation, suspended or
expelled students, intradistrict choice, vocational-technical
schools, and evaluation of credit and grade placement.
