HB 2503 -- Hunting

This bill prohibits any person who owns, operates, or manages a
facility that harbors animals from knowingly allowing any person
who pays a fee to kill an animal that is tied or hobbled; staked
or attached to any object; or confined in a box, pen, case, or
other similar container or in a fenced or other area from which
there is no reasonable means for the animal to escape.  Any
person who violates the provisions of the bill will be subject to
a fine of up to $500 for the first violation and a term of
imprisonment for up to one year or a fine of up to $1,000, or
both for each subsequent violation.
