HB 2527 -- Alternatives to Abortion

This bill creates the Missouri Alternatives to Abortion Services
Support Fund to promote childbirth and alternatives to abortions
by funding grants to or contracts with qualified agencies to
provide alternatives to abortion services.  Grants and contracts
cannot be given to persons or agencies that perform, induce, or
refer abortions.

The bill allows for a special license plate designated "Choose
Life."  To obtain this plate, a person must make at least a $25
contribution to the fund, or at least a $50 contribution for a
biennial registration, in addition to the registration fee and
any other documents required by law.

The Choose Life Commission is established within the Office of
Administration consisting of one person who demonstrates pro-life
principles from each Congressional district appointed by the
Governor to a four-year term with equal political party
representation.  The commission must meet every quarter and will
oversee the fund, consult with agencies to determine the
effectiveness and need for alternatives to abortion services,
facilitate information exchange and coordination between agencies
that have respect for human life programs, develop an
informational campaign, establish a web site, and make statutory
recommendations.  The commission must submit an annual report of
its activities to the President Pro Tem of the Senate, Speaker of
the House of Representatives, and Governor before December 31.
