HB 2563 -- Sexual Offenders

Sponsor: Harris (23)

This bill allows the State Highway Patrol to release Internet
identifiers to an authorized Internet entity as specified in the
bill to enable the entity to prescreen or remove sexual offenders
from its services or advise law enforcement or other governmental
entities of potential violations of law or threats to public
safety. Any person required to register on the sexual offender
registry must inform the chief law enforcement officer of any
Internet identifiers and any Internet accounts with Internet
access providers belonging to the offender or Internet
identifiers that the offender uses. Notice of any changes must
be made within 10 days.

Certain sexual offenders are prohibited from using the Internet
to access pornographic material, access a commercial social
networking web site, or communicate with other individuals or
groups for the purpose of promoting sexual relations with
individuals younger than 18 years of age when the offender is
older than 18 years of age.
