HJR 39 -- Initiative Petitions

Upon voter approval, this proposed constitutional amendment
modifies the requirements for submitting initiative petitions
that propose constitutional changes by increasing the number of
required signatures from 8% to 15% of the legal voters in each of
two-thirds of the Congressional districts in Missouri before a
petition can be placed on the ballot.
