HJR 45 -- General Assembly Requirements

Upon voter approval, this proposed constitutional amendment
changes the laws regarding the General Assembly.  In its main
provisions, the amendment:

(1)  Decreases the number of members of the Missouri House of
Representatives from 163 to 137 beginning with the 97th General
Assembly in 2013;

(2)  Limits legislative action to the consideration of
appropriation bills during even-numbered years starting with the
2010 legislative session;

(3)  Requires, beginning in 2009 and every 10 years thereafter,
the use of a zero-based budgeting process and that no bill other
than an appropriation bill or a bill repealing statutes that have
expired, sunset, terminated, or are otherwise deemed appropriate
for repeal will be introduced; and

(4)  Changes the adjournment of the legislative session in
even-numbered years from May 30 to March 31.
