HJR 74 -- Emergency Telephone Services Sponsor: Bruns Upon voter approval, this proposed constitutional amendment imposes a 75-cent monthly fee on every wireless telephone number from any wireless device capable of accessing the 911 system for calendar years 2009 and 2010 and a 50-cent monthly fee for calendar year 2011 and thereafter. The fees will be deposited into the newly created Wireless Service Provider Enhanced 911 Service Fund to be distributed by the Department of Public Safety for 911 equipment, personnel, training, and related services. An oversight committee is established to advise the department on the distribution of the moneys collected. The membership includes one member of the House of Representatives from the majority party and one member from the minority party, appointed by the Speaker of the House of Representatives; one member of the Senate from the majority party and one member from the minority party, appointed by the President Pro Tem of the Senate; the Director of the Department of Public Safety; two members representing the wireless service provider industry, appointed by the Governor with the advice and consent of the Senate; and two members representing emergency medical services or other public safety entities, appointed by the Governor with the advice and consent of the Senate.Copyright (c) Missouri House of Representatives
