Summary of the Perfected Version of the Bill

HCS HB 1763 -- PETITION CIRCULATORS (Parson)

COMMITTEE OF ORIGIN:  Special Committee on General Laws

This substitute changes the laws regarding petition circulators.
In its main provisions, the substitute:

(1)  Requires petition circulators to be Missouri residents;

(2)  Prohibits the payment of petition circulators on a
per-signature basis;

(3)  Prohibits petition circulators from soliciting or receiving
signatures for two or more petitions simultaneously;

(4)  Requires petition circulators to supply information to the
Office of the Secretary of State verifying their eligibility and
to swear by affidavit that they will comply with the conditions
of the substitute;

(5)  Specifies that anyone violating the provisions of the
substitute will be guilty of a class A misdemeanor;

(6)  Specifies that signatures collected by unregistered
circulators will not be counted; and

(7)  Specifies that anyone who knowingly signs any name other
than his or her own to any petition will be guilty of a class one
election offense.

FISCAL NOTE:  No impact on state funds in FY 2009, FY 2010, and
FY 2011.
