AN ACT
To amend chapter 67, RSMo, by adding thereto one new section relating to display of documents with religious content.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 67, RSMo, is amended by adding thereto one new section, to be known as section 67.170, to read as follows:
67.170. 1. As used in this section, the following terms mean:
(1) "Founding documents", includes, but is not limited to, founding documents of the United States or the state of Missouri and any supporting or source documents, including those that may make reference to the Deity or contain religious content;
(2) "Governing authority, board, or personnel", any entity or individual responsible for the governance, leadership, or management of the political subdivision.
2. No governing authority, board, commission, or personnel of any political subdivision, nor any elected or appointed official or employee of the state, shall prohibit the display of founding documents in public institutions, public buildings, and public grounds in this state.
3. This section shall not be construed to authorize any displays of founding documents that are inconsistent with the decisions in Van Orden v. Perry, 545 U.S. 677 (2005) and McCreary County v. American Civil Liberties Union of Ky., 545 U.S. 844 (2005).
