AN ACT
To amend chapter 191, RSMo, by adding thereto one new section relating to smoking cessation, with an emergency clause.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 191, RSMo, is amended by adding thereto one new section, to be known as section 191.755, to read as follows:
191.755. Beginning July 1, 2008, the state of Missouri shall match the amount of any grant moneys received by the state of Missouri for smoking cessation. Subject to appropriations, the department of health and senior services shall administer the issuance of such matching grant moneys to eligible grant recipients. The total moneys matched by the state under this section shall not exceed two million dollars in any fiscal year.
Section B. Because immediate action is necessary to provide adequate funding for smoking cessation efforts, section A of this act is deemed necessary for the immediate preservation of the public health, welfare, peace, and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and section A of this act shall be in full force and effect on July 1, 2008, or upon its passage and approval, whichever later occurs.
