AN ACT
To amend chapter 167, RSMo, by adding thereto one new section relating to parent-teacher conferences.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 167, RSMo, is amended by adding thereto one new section, to be known as section 167.705, to read as follows:
167.705. 1. By July 1, 2009, the state board of education shall promulgate regulations that require the participation of a student's parent or guardian in three meetings with a student's teacher each year concerning the student's performance. If a parent does not participate in each of the three meetings each year, the student's performance and attendance for that year shall not be counted in calculating any element used to determine the annual performance report or school district's accreditation. The regulations shall also address methods of ensuring that teachers provide a reasonable opportunity to parents for meeting the requirements of this section.
2. The number of students whose parents do not meet with the teacher as required by subsection 1 of this section shall be noted on the annual report card required under section 160.522, RSMo.
3. No business or employer shall penalize a parent for taking a reasonable amount of time off work on three workdays during one school year to meet with a teacher or school official regarding a student's performance under this section.
