AN ACT
To amend chapter 304, RSMo, by adding thereto one new section relating to traffic control signal violations.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Chapter 304, RSMo, is amended by adding thereto one new section, to be known as section 304.282, to read as follows:
304.282. 1. In jurisdictions utilizing automated photo red light enforcement systems, a certified law enforcement officer shall review all video footage of alleged traffic light violations and summons may only be issued by such officer. No summons shall be issued unless the reviewing officer can clearly identify a violation of a traffic control signal and can make a positive identification of the license plate affixed to said vehicle.
2. For purposes of this section, "automated photo red light enforcement system" means a device consisting of a camera or cameras and vehicle sensor or sensors, installed to work in conjunction with a traffic control signal.
