AN ACT
To repeal section 34.030, RSMo, and to enact in lieu thereof one new section relating to leases for state-owned property.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 34.030, RSMo, is repealed and one new section enacted in lieu thereof, to be known as section 34.030, to read as follows:
34.030. The commissioner of administration shall purchase all supplies for all departments of the state, except as in this chapter otherwise provided. The commissioner of administration shall negotiate all leases and purchase all lands, except for such departments as derive their power to acquire lands from the constitution of the state. Any leasehold interest conveyed by the commissioner of administration for commercial or other purposes, in the name of the state, to any land, building, or other property, real or personal, shall be negotiated at no less than the prevailing fair market value, except when a leasehold interest is conveyed to a nonprofit entity, which shall be negotiated at a value left to the discretion of the commissioner.
