HB 98 -- Novelty Lighters

This bill prohibits manufacturers, distributors, importers,
retailers, and certain individuals from selling or giving away
operable novelty lighters.  Any lighter considered to be a
collectible item and novelty lighters made before January 1,
1980, are exempt from the provisions of the bill.
