AN ACT

To amend chapter 21, RSMo, by adding thereto one new section relating to the general assembly.

Be it enacted by the General Assembly of the state of Missouri, as follows:

            Section A. Chapter 21, RSMo, is amended by adding thereto one new section, to be known as section 21.355, to read as follows:

            21.355. Each bill introduced by a member of the general assembly in either chamber shall be designated with a formal sponsor and may include as many co-sponsors as the sponsor may determine. No substitute for an introduced bill, whether committee, floor, or conference, shall be adopted unless each change to the introduced bill or previously adopted substitute has been approved through written amendment, with a formal sponsor designated on the front of each amendment and adopted by a recorded vote.
