AN ACT

To amend chapter 115, RSMo, by adding thereto one new section relating to Internet voting for members of the armed forces.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 115, RSMo, is amended by adding thereto one new section, to be known as section 115.278, to read as follows:

            115.278. The secretary of state shall establish a system that allows any member of the armed forces of the United States and such member's spouse and dependents to cast ballots using the Internet. The secretary of state shall consider software programs that are based on open source platforms, shall consider phased implementation of the program, and shall consider alternative funding sources for such program. Any program chosen shall be secure and shall protect the secrecy of the ballot. No provision in this chapter relating to requirements for automated voting systems shall apply to any program established under this section.
