AN ACT

To amend chapter 172, RSMo, by adding thereto one new section relating to the beef research and teaching farm at the University of Missouri.




Be it enacted by the General Assembly of the state of Missouri, as follows:


            Section A. Chapter 172, RSMo, is amended by adding thereto one new section, to be known as section 172.1000, to read as follows:

            172.1000. 1. The board of curators of the University of Missouri shall retain the experimental farm and research facility at the University of Missouri south farm located south of the Columbia campus known as the "Beef Research and Teaching Farm".

            2. The current approximately five hundred fifty acre tract of land where the beef research and teaching farm is located shall only be used for such purpose.

            3. The university, through its College of Agriculture, Food and Natural Resources and under the supervision of the dean of the College of Agriculture, shall at the beef research and teaching farm carry on relevant investigations, research, experiments, teachings, demonstrations, and outreach programs with emphasis on ruminant nutrition, forage production and grazing systems, genetics, animal breeding, reproductive management, meat science, and production management, designed to aid in the development of the agricultural interests relating to serving the beef industry in Missouri.

            4. Such investigations, research, experiments, teachings, demonstrations, and outreach programs shall include, but not be limited to, an emphasis on the following:

            (1) To focus on discovery research to examine fundamental processes within the whole animal and to develop innovative beef production practices;

            (2) Provide students in the on-farm teaching laboratory the opportunity to learn and enhance skills in beef production practices, nutritional management, artificial insemination, embryo transfer, and forage management;

            (3) A study of marketing procedures and production patterns; and

            (4) Such other research and study as may be deemed advisable for the development of the agricultural and domestic economy of this area.

            5. The board of curators of the University of Missouri is authorized to purchase the necessary land from funds available for such purpose and accept a conveyance thereof in the name of the state of Missouri, or to acquire and accept in the name of the state any suitable land which may be donated for such purpose. The board may also acquire options upon lands adjoining the lands purchased or donated.
