AN ACT
To repeal section 447.640, RSMo, and to enact in lieu thereof one new section relating to abandoned housing.
Be it enacted by the General Assembly of the state of Missouri, as follows:
Section A. Section 447.640, RSMo, is repealed and one new section enacted in lieu thereof, to be known as section 447.640, to read as follows:
447.640. If an owner does not regain possession of the property in the one-year period following entry of an order granting temporary possession of the property to the organization, the organization may file a petition for judicial deed, sheriff's deed, or court administrator's deed and, upon due notice to the named defendants, an order may be entered granting [a quitclaim judicial] such deed to the organization. A conveyance by judicial deed, sheriff's deed, or court administrator's deed shall operate to extinguish all existing ownership interests in, liens on, and other interest in the property, except tax liens, and shall further extinguish all liability against the grantee of the judicial deed, sheriff's deed, or court administrator's deed, and all successors in interest, except however, any defendant in such action for penalties, interest, attorney fees, and court costs arising from actions to collect delinquent land taxes due on the subject property. Any party in interest of the property shall present any claim for compensation prior to the entering of the court order conveying title to the organization.
